Defendants shall be punished by a fine of KRW 700,000.

The Defendants did not pay each of the above fines.

Punishment of the crime

On May 6, 2008, a civil society organization with 1,500 U.S. beef co-operation, etc. established a "National Countermeasure Council against Import of U.S. Beef Risk Co-operation" (hereinafter referred to as the "Countermeasures Council") for the purpose of organizing a strike against the full import of U.S. beef, by asserting that "the phased import expansion agreement of U.S. beef entered into with the Government of the Republic of Korea on April 18, 2008 is a stroke negotiation, as well as a result of undermining the people's health rights."

Since May 2, 2008, the countermeasures conference led to the "candlelight flelelight meeting" held by the Seoul Cheongyang, etc., such as the J organization, K, etc. from May 2, 2008, and held a candlelight meeting, which is an outdoor assembly at night, from May 6, 2008. From May 24, 2008, the countermeasures conference tried to enter into the Cheongdae-gu road, such as the following day after the candlelight flelight meeting.

Therefore, the government made additional negotiations on the import of U.S. and beef, and announced the result of additional negotiations on June 21, 2008, but the countermeasures conference continued to hold a candlelight demonstration at night in order to admit it and to pressure the government by asserting the complete renegotiation of conditions.

On August 5, 2008, from around 19:20 to 19:50, the countermeasures conference held a candlelight assembly in the presence of 2,700 members of the countermeasures conference, such as members of the countermeasures conference.
