A as a managing director of the State Special Self-Governing Province, Jeju Special Self-Governing Province, Jeju Special Self-Governing Province (hereinafter referred to as “G”), a general manager of G accounting affairs. On February 7, 2014, the Defendant, at around Jeju Special Self-Governing Province Sports Association around Jeju, filed an application for “expenses for the recruitment of outstanding players” to secure talented human resources, with the head of Jeju Special Self-Governing Province Sports Association for the purpose of “a request to pay KRW 30,00,000 ( KRW 20,000,000, and KRW 10,000,00,000) for the entry of outstanding players so that they can be used to receive the entry of J and K,” and submitted the “written request for support of the entry of outstanding players for the recruitment of outstanding players.”

However, in fact, Defendant 1 received the above outstanding players' participation expenses and did not think that he would be paid to J and K, and K had already been a player belonging to the FF games in Seocho-si, so it is not necessary to pay the participation expenses separately.

As above, the defendant deceivings a person in charge of subsidized projects of the Jeju Special Self-Governing Province Sports Association, and is affiliated therewith from the Jeju Special Self-Governing Province Sports Association on February 13, 2014 to the Jeju Special Self-Governing Province account (Account Number: L) in the name of Jeju Special Self-Governing Province on February 13, 2014.
