Reasons
Punishment of the crime
1.(a)
A person who takes over a registered motor vehicle shall apply for the registration of transfer of ownership of the motor vehicle to the competent authority.
On February 18, 2010, the Defendant: (a) acquired B rocketing passenger cars registered as the owner of the visit bus in the vicinity of the Daegu High Bus Terminal located in Daegu High-gu, Daegu, Daegu; and (b) failed to file an application for the registration of transfer of ownership of the said automobiles with the competent authority without justifiable grounds, even though the Defendant operated the said car by February 18, 2013.
(b) Where a transferee of an automobile intends to transfer it to a third party, he shall make a registration of transfer of ownership in his name before transferring it;

Around February 18, 2013, at the same time, B rocketing car was transferred to a third party without making a transfer registration of ownership of a motor vehicle under its own name. 2. No person shall operate any motor vehicle which is not covered by the mandatory insurance on any road;
On February 27, 2010, at around 20:12, the Defendant operated B rocketing car not covered by mandatory insurance on the Cheongsan-gun, Ulsan-gun, as shown in the attached list of crimes, around 108 occasions in total, from around that time to August 19, 2012.
