1. The plaintiff's primary and conjunctive claims are all dismissed.

2. The costs of lawsuit shall be borne by the Plaintiff.

On September 25, 2008, the Governor of Gyeonggi-do established a development plan for an urban development project of B district (hereinafter referred to as the "urban development project of this case") with the following contents, and designated and publicly announced an urban development zone (D public notice of Gyeonggi-do).

1. Name of an urban development zone: A B district urban development zone;

2. Location and area of an urban development zone;

(a) Location: Pyeongtaek-si Eth;

(b) Area: 562,249 square meters;

4. An implementer of an urban development project (if no implementer has been designated, the proposer) and the seat of its principal office;

(a) proposer: Chairman of the Urban Development Project Promotion Committee: F; and

(b) Address: Pyeongtaek-si Eth;

5. Period for implementing and implementing an urban development project;

(a) Period: The date on which the implementation plan is authorized to take a replotting disposition;

B. Methods of construction: On September 25, 2009, the head of Pyeongtaek-si changed and published the development plan for the instant urban development project and the designation of the urban development zone (Public Notice of Pyeongtaek-si).

1. Name of an urban development zone: A B district urban development zone;

2. Location and area of an urban development zone;

(a) Location: Pyeongtaek-si Eth;

(b) Area: A flag, 562,249 square meters - 560,887 square meters;

(c) Ground for change: A survey of the boundary line of an urban development zone and a change of the area due to a landless lot number in the district.

4. Implementers of urban development projects and the seat of their principal office;

(a) Implementers: flag - Change of the Chairman of the Urban Development Project Promotion Committee (F) - Defendant (F)

(b) Address: Pyeongtaek-si Eth;

(c) Ground: Authorization to establish an association and designation of implementer.

5. Period for implementing and implementing an urban development project;

(a) Period: The date on which the implementation plan is authorized to take a replotting disposition;

B. Construction method: The Gyeonggi-do Governor approved the implementation plan for the instant urban development project on January 29, 2010, and publicly notified the topographic map (H). On March 10, 2010, the above public notice was partially corrected (I).

The head of Pyeongtaek-si shall be the head of Pyeongtaek-si on 2012.
