1. The plaintiff's primary claim and the conjunctive claim are all dismissed.

A. On June 25, 2014, the Defendant issued a public notice number KNOC2014060420 “construction waste disposal services” (hereinafter “instant services”).

'the tender of this case' is referred to as 'the tender of this case'.

The main contents of the above notice are as follows:

1. Matters referred to the tender;

(a) Sound name: Construction waste disposal services for removing ground tanks of Ulsan District Group;

(b) Bidding: General Competition / Total Tendering / Electronic Tendering

2. Outline of services;

(a) Service period: 14 months from the date of contract;

(b) Design amount: 874,720,000 won (including VAT);

(c) Basic amount: 840,000,000 (including VAT);

(d) The content of business: Construction waste disposal that has been incurred when a ground tank removal work is performed for a Ulsan mountainous district company;

3. Qualifications for participation in bidding (a company satisfying all of the following requirements):

(a) An enterprise which is qualified to participate in bidding under Article 12 of the Enforcement Decree of the Act on Contracts to which the State is a Party;

(b) 1) Construction waste interim disposal business and construction waste collection and transportation business under the Acts and subordinate statutes on the promotion of the recycling of construction waste: (i) Construction waste interim disposal business, 2) construction waste interim disposal business that meet the criteria for permission for construction waste collection and transportation business under the Enforcement Rule of the Act on the Promotion of the Recycling of Construction Wastes (attached Table 2); (ii) the sole bidding is possible; and (iii) the joint supply and demand (limited to the method of sharing a license supplement, the number of members of which is less than two, and the representative shall be the interim construction waste disposal business entity;

7. Method of determining a successful bidder;

(a) In accordance with Article 4 and [Attachment Table 2] of the "Criteria for Evaluation of Eligible Business Entities for Construction Waste Disposal Services" (Public Notice of Ministry of Environment No. 2011-150, Oct. 21, 201), a business entity that has acquired at least 95 points in the comprehensive horizontal point after examining the lowest price in the order of bidders below the estimated price, in the order of bidders, according to Article 4 and [Attachment Table 2.50 million won or more;

B. The instant bid is a branch office of the Plaintiff Company (hereinafter “senior branch office”).
