1. Facts of recognition;

A. 1) The Plaintiff, on October 4, 2010, changed the name of the Incheon Metropolitan City Mayor on July 1, 2018, from the Nam-gu Incheon Metropolitan City, to the “Yeo-gu” in order to implement a housing redevelopment improvement project whose project district covers a scale of 129,323 square meters of the J land in Michuhol-gu Incheon Metropolitan City.

(2) On January 17, 2018, the Plaintiff obtained authorization for the establishment of a housing redevelopment project association, which completed the registration of incorporation on October 13, 2010, and thereafter, obtained authorization for the establishment of a project district (hereinafter “instant project district”) with the content that the Plaintiff is a project district (hereinafter “instant project district”) from the head of the Nam-gu Incheon head of the Gu of the Nam-gu, Incheon as the area of J land 129,59 square meters.

C. 1) On August 8, 2016, the remaining head of Incheon Nam-gu authorized the implementation of a housing redevelopment project for the project area of this case, and notified it to the Nam-gu Incheon Metropolitan City public notice on the same day. 2) The remaining head of Incheon Nam-gu authorized the management and disposal plan for the project area of this case on June 19, 2017, and announced it as N in the Nam-gu Incheon Metropolitan City public notice on the same day.

On the other hand, the Plaintiff is a land within the instant business area on November 8, 2016.
