Reasons
1. Facts of recognition;
A. On October 4, 2005, the head of Nam-gu Incheon Metropolitan City (the "Yong-gu Incheon Metropolitan City" was changed to the "Yong-gu Incheon Metropolitan City" on July 1, 2018 in accordance with the Act on the Change of Name, and all relevant parts for convenience were referred to as the "Yong-gu Incheon Metropolitan City") announced the authorization of an implementation plan for the urban planning facility project to install a public parking lot (hereinafter referred to as the "instant parking lot") with respect to the business of building a public parking lot for the fourth Dong-dong 199-12, Jung-gu, Incheon Metropolitan City on a scale of 625.3m
B.
