Reasons
Punishment of the crime
1. Defendant A was a member of the Seoul Regional Headquarters of the National Federation of the Korean Democratic Trade Union (hereinafter “Health and Medical Workers’ Union”) and the head of the Seoul Regional Headquarters of the Gangwon-do Office located in the center of Cheongcheon-si, 14:00, around July 25, 2014, the Defendant participated in the meeting “the conference for preventing the pressure of continuous elementary medical personnel labor force and promoting local medical centers” organized by the head of the Gangwon-do Regional Headquarters of the Gangwon-do Regional Headquarters of the Gangwon-do Office, which was located in the center of Cheongcheon-si, 14:00, and directed the union members who participated in the meeting and participated in the meeting with the Governor of Gangwon-do to enter the Do Office on the ground that the order keeper and the director of the Health and Medical Workers’ Union of the Republic of Korea did not reach the meeting with the Governor of Gangwon-do.
