1. All appeals filed by the plaintiffs are dismissed.

2. The costs of appeal are assessed against the Plaintiffs.

The purport of the claim and appeal is the purport of the appeal.

1. Basic facts

A. The plaintiff A is a public official worker who works in F from the total management division of the Construction Headquarters under the defendant's jurisdiction to D; the plaintiff C is a public official worker in the foregoing comprehensive construction headquarters road management division to E; and the plaintiff B is a public official worker in the position of F from the total city area of the city where the defendant belongs to the defendant.

B. In light of the characteristics of the Plaintiffs’ work, the Plaintiffs ordinarily worked outside the office (hereinafter “external work”), and the number of days of external work in January, February, and March 2018 are as indicated in the attached Table “number of days of outside work”.

C. On October 19, 2017, the Defendant entered into a wage agreement with the Gwangju Metropolitan City G Association (hereinafter “instant association”) to which the Plaintiffs belong (hereinafter “instant wage agreement”). The provisions of the said agreement, relevant municipal ordinances and regulations relating to the instant case are as follows.

The purpose of this Convention (Purpose) Article 1 of the Gwangju Metropolitan City and the Gwangju Metropolitan City Convention on the Wages of the G Cooperatives ( October 19, 2017) is to provide for matters concerning wages between the Si and the association.

Article 11 (Traveling Expenses) On January 1, 2018, travel expenses for public officials shall be paid by applying mutatis mutandis the "Ordinance on Travel Expenses for Local Public Officials".

Except as otherwise provided for in the Ordinance, the Regulations on Travel Expenses for Public Officials shall apply mutatis mutandis to the payment of travel expenses for public officials under Article 5 (Application of the Regulations on Travel Expenses for Public Officials in Gwangju Metropolitan City, and the following shall apply in applying the same Regulations:

(1) Notwithstanding Article 16, 20,000 won shall be paid to public officials for at least four hours of travel, and KRW 10,000 shall be paid to public officials for less than four hours of travel, in cases of domestic business trips within a place of work.

Provided, That it shall not be paid to an exclusive vehicle allocated under Article 4 and attached Table 1 of the Regulations on the Management of Public Vehicles, and it shall be paid to public officials who make a business trip, such as using public vehicles.
