A defendant shall be punished by imprisonment for not less than eight months.

However, the execution of the above punishment shall be suspended for two years from the date this judgment became final and conclusive.

Punishment of the crime

The defendant served as an agent for the quality control department of advanced factories by the defense industry chain C (State) in Jincheon-gun, Jincheon-gun, Chungcheongnam-gun, and the defendant has been in charge of supplying defense industry goods to the Defense Acquisition Program Administration. In order to deliver defense industry goods to the Defense Acquisition Program Administration, he/she shall request an authorized agency to conduct an inspection of completed goods to the Defense Technology and Quality Agency, attaching a report on the results of testing and analysis

1. Alteration of an official document related to the body of a new and high-breadth ammunition not more than 60m wide and the display of an altered official document;

A. A. On August 3, 2010, the Defendant changed official document: (a) requested the Cheongbuk Local Small and Medium Business Office to analyze the ingredients of the new high-scale carbon 60 meters wide to be supplied to the Defense Acquisition Program Administration; (b) stated “AS IS 1340” as samples used in the above body in the component analysis request; (c) stated the sample name of the sample that was used in the above body as “SPS 5A” in the process of preparing a written request for component analysis by means of computer files; (d) sent the sample name of the sample that was covered in the existing document file to the Cheongbuk Local Business Office; and (e) conducted an analysis and analysis of the sample of “AS 1340” sample number on September 3, 2010; and (e) completed the test and analysis report by stating the sample name of the Defendant as “SP 5A” and then delivered it to the Defendant.

Accordingly, the Defendant changed the number of samples indicated in the test and analysis report under the name of the Administrator of the Small and Medium Business Administration in the name of the above Chungcheong District and sent them to the Defense Technology and Quality Agency. On September 14, 2010, at the office of the Jincheon Factory Quality Control Department, the Defendant changed the parts indicated as “SPS 5A” into “AS 1340” in the above test and analysis performance specification column.

Accordingly, the Defendant modified one copy of the test and analysis report under the name of the Administrator of the Small and Medium Business Administration, which is an official document, for the purpose of exercising his authority.

B. The Defendant in the modified official document is manufacturing C(P) at the Agency for Defense Technology and Quality Assurance, which is located at the session of Dongdaemun-gu in Seoul, Dongdaemun-gu around September 15, 2010.
