1. 피고인 A 피고인은 2016. 9월 일자 미상경 F 마을회관에서 수산 직 불금 신청자격이 없는 마을 주민 G 등 15명에 대해 2016년도 조건 불리지역 수산 직 불금 지급 약정 신청서를 작성해 주면서, 2015. 9. 1부터 2016. 8. 31까지 H 어촌계 소유 마을 어업 어장에서 공동 어로 작업으로 톳, 세모가 사리 등 해조류를 수확하여 통영시 I에 있는 J에 2,150만 원 상당 판매하고 그 수익금으로 1 인 당 125만 원을 분배한 것처럼 “F 자율공동체마을 어업 수익금 분배금 내역서 ”를 허위로 작성하고 F 자율공동체 위원장 직인을 찍는 방법으로 어업실적을 허위로 확인해 주었다.
