Reasons
Punishment of the crime
1) Defendant E is the chairman of the steering committee of the area disadvantageous to the conditions of G village as the head of the G fishing village village located in the Tong-si F, and 2) Defendant E is a person who does not engage in fishery as a member of the G fishing village fraternity residing in the G village.
