A and B are credit service providers that allow small loans to individuals with low credit rating.
In order to attract the subscribers to the services from the Staff on December 2009, the victim KT and SK Telecom established a system by which the long-term service users using the services for a period from 24 months to 36 months can purchase the North Korean street at a higher level during the service use period.
