The defendant enacted the Operational Rules of the Secretariat (the relevant provisions are as stated in the attached Form; hereinafter referred to as the "Operation Rules") for the operation of the Secretariat.

On February 15, 2009, the Plaintiff joined the office as a professional P3 position, and served as a deputy secretary-general from March 1, 2012.

On September 6, 2013, the meeting of the 23th Steering Committee meeting of the defendant at the 23th Steering Committee meeting of the defendant (hereinafter referred to as "the meeting of this case") was held at Daejeon.
