According to Article 5 (4) of the former Act, the Minister for Food, Agriculture, Forestry and Fisheries and the Minister of Land, Transport and Maritime Affairs shall serve as the chairman of the Coordination Committee. On September 26, 2008, at the second meeting of the Ministry of Land, Transport and Maritime Affairs, the Minister and the Minister decided to determine and implement the criteria for the selection of persons subject to investigation on the incident of this case. The criteria for the selection of the persons subject to investigation are as listed below (hereinafter

(1) The Ministry of Food, Agriculture, Forestry and Fisheries, on September 30, 2008, notified the Korea Committee on Countermeasures against Damage to the region under its jurisdiction of the Ministry of Food, Agriculture, Forestry and Fisheries of the criteria for the selection of the person subject to the instant report, and notified the Korea Committee on Countermeasures against the Ministry of Food, Agriculture, Forestry and Fisheries of the detailed procedures for the selection of the person subject to the report and the schedule for the investigation of the reported damage to the person who has obtained the certificate of completion of report after the accident, or fishing village fraternity.

The main contents of the above detailed guidelines are as follows:

The base point of time for acquiring the certificate of completion of report shall be December 7, 2007, regardless of the region, and it shall be three months prior to the accident (from September 7, 2007 to December 7, 2007).
