According to Article 5 (4) of the former Act, the Minister for Food, Agriculture, Forestry and Fisheries and the Minister of Land, Transport and Maritime Affairs shall serve as the chairman of the Coordination Committee. On September 26, 2008, at the second meeting of the Ministry of Land, Transport and Maritime Affairs, the Minister and the Minister decided to determine and implement the criteria for the selection of persons subject to investigation on the incident of this case. The main contents of the above detailed guidelines are as follows:
