Reasons
Punishment of the crime
[The public offering relation] Defendants, F, G, H, and I invited and recruited loan applicants by means of counseling with the other party who made a telephone call at the office located in Daejeon. After soliciting loan applicants, the Defendants, F, G, H, and I conspired to engage in a business in which loan applicants would receive 30 to 40% of the loan amount from the above private financial company (one-time work loan) by manipulating the credit rating of loan applicants by forging the health insurance qualification approval certificate, etc. and submitting it to the private financial company, and then, F shall exercise overall control over the loan procedures and forgery of documents necessary therefor, and from around March 7, 2014, G, Defendant A and H, Defendant B, Defendant B, from around March 14, 2014, Defendant C, and Defendant C, from around March 14, 2014, 10 to May 14, 2017, respectively.

The Defendants forged private document with F, G, H, and I, in order to see as if the loan applicants have a proper workplace by manipulating the credit rating of loan applicants, the Defendants forged the health insurance qualification approval certificate or the health long-term health care premium payment certificate for the loan applicants, and sent it to the private financial business entity along with the loan application form.
