1. The plaintiff's appeal is dismissed.
2. The costs of appeal shall be borne by the Plaintiff.

Reasons
1. The reasoning of the judgment of the court of first instance is as follows: (a) adding the phrase “public notice by the Ministry of Land, Infrastructure and Transport under Article 59 or 61 of the Aviation Act” to the front of the fourth second part of the judgment of the court of first instance; and (b) adding the following judgments to the reasoning of the judgment of the court of first instance; and (c) cite it as is in accordance with the main sentence
2. Additional determination
A. The plaintiff asserts that "if the underwater franchise of this case is separated, it is divided into "the ship portion" and "the part other than the ship portion," and even if the ship portion is not allowed to be carried into the entrusted baggage, the other part should be allowed to be carried into the entrusted baggage, but it is unreasonable to allow the defendant to carry it into the aircraft by carrying it directly without allowing the plaintiff to carry it into the entrusted baggage as well as the other part."
B. Considering the following circumstances, it is difficult to view that the Defendant did not allow the Plaintiff to bring the goods into an aircraft by carrying them directly without allowing the Plaintiff to bring them into an entrusted baggage, as well as the parts other than the parts of the Suchiton’s distribution of this case, and there is no other evidence to prove otherwise.
1) The Ministry of Land, Infrastructure and Transport announced pursuant to Articles 59 through 61 of the Aviation Act “standard for transport of dangerous articles by air” (hereinafter “Air Act notification”).
