On January 24, 2017, the Defendant: (a) around 20:56 on the street in front of real estate C located in the Busan Eastdong-gu, Busan; (b) made it difficult for the Defendant to identify the vehicle registration number plate by attaching a Myanmar paper to the next number plate of the Dystland Track Trac vehicle driven by the Defendant, thereby making it difficult for him to identify the vehicle registration number plate.
