A. The Plaintiffs are the owners of each land (hereinafter “each of the instant land”) located in the Jeju City Lri (hereinafter “Lri”) as indicated below.
B. On May 8, 2004, pursuant to Articles 50, 52, and 75 of the former Tourism Promotion Act (amended by Act No. 7232, Oct. 16, 2004; hereinafter the “former Tourism Promotion Act”), the Defendant designated the whole area of 111,060 square meters, including each of the instant land, as K Tourist Site (hereinafter “instant tourist destination”), and applied for approval of the instant tourist resort creation plan for the development of the instant tourist destination (hereinafter “instant creation plan”), and the Cheongbuk-do governor approved the designation and creation plan of the instant tourist destination to the Defendant on August 13, 2004, and ordered the Defendant to announce it on the Do newsletter.
C. After that, on August 16, 2004, on the application of the Defendant to the Minister of Culture and Tourism, the Do governor reported that the instant tourist resorts were designated and disposed of, and approved the creation plan.
On August 27, 2004, the Defendant publicly announced the designation of the tourist destination of this case and the approval of the instant creation plan pursuant to Articles 50, 52, and 75 of the former Tourism Promotion Act (hereinafter “instant notification”), and the main contents are as follows.
1. Location: The whole area of the Z in Incheon;
2. Area: 11,060 square meters (33,596 square meters);
3. Implementers: Jeju Metropolitan City;
4. Project period: 205 to 2006 (two years);
5. Project costs: 60 million won (the national expenses 1,340, 400, 400, 400 Si expenses).
