B. On May 8, 2004, pursuant to Articles 50, 52, and 75 of the former Tourism Promotion Act (amended by Act No. 7232, Oct. 16, 2004; hereinafter the same), the Defendant designated the project implementer as the Incheon City Mayor, and requested the Defendant to designate the “Z 111,060 square meters” including each of the instant land as the K Docheon Tourist Site and to approve the development plan for the development of the instant tourist destination.

C. On August 13, 2004, the Defendant approved the designation and creation plan of the instant tourist destination (hereinafter collectively referred to as the “instant first disposition”).

On August 27, 2004, Article 50, Article 52, and Article 75 of the former Tourism Promotion Act of 2004 publicly notified a disposition to designate a tourist destination and a creation plan (AA of the Incheon Metropolitan City), and the main contents are as follows:

1. Location: All areas of the Z;

2. Area: 11,060 square meters (33,596 square meters);

3. Implementers: Jeju Metropolitan City;

4. Project period: From 2005 to 2006 (two years);

5. Project costs: 60 million won (the national expenses of KRW 13.4 million, the Do expenses of KRW 4 million, the Si expenses of KRW 4.0 million, and the 42.6 million);

6. Public convenience facilities - Roads, squaress, parking lots, toilets, management Dongs - commercial facilities: Specialized restaurants, monuments, and local products selling stores - Recreation cultural facilities: filming places, motor film theaters, resting shelters, sexually East - Other facilities: Greenbelts;

(d) The Docheon City on August 21, 2018 tourist destination of this case to the Defendant.
