A Imprisonment for two years, Defendant B, and D shall be punished by imprisonment for eight months, Defendant E by imprisonment for six months, and Defendant C by fine.
Reasons
Punishment of the crime
Based on the initial indictment and the written application for changes in indictment as of May 17, 2016 and August 23, 2013, the court acknowledged the facts charged as criminal facts by modifying part of the facts charged to the extent that it is deemed that it does not interfere with the Defendants’ exercise of their defense rights.

A is a representative director of P Co., Ltd. (hereinafter referred to as “P”) specialized in water supply and drainage facilities and other government-funded construction works of public facilities in the Nam-gu Incheon Metropolitan City, and a person who actually operates R Co., Ltd. (hereinafter referred to as “R”) in Q in the Nam-gu Incheon Metropolitan City.

E is a person who has been in the overall control of all practical affairs of sewage treatment plants at the place of business of Te (Secheon-gu U), which was entrusted to Kucheon-si from April 2001 to December 2009, and is entrusted to Kucheon-gu Co., Ltd. (Secheon-gu U).

D is a general operating officer (a superior position of the head of the site office) from July 1, 2013 to December 2014 from February 2008 to June 30, 2013 as the site manager of the relevant sewage treatment plant (a superior position of the head of the site office).
