1. On November 7, 2016, the Defendant’s each disposition of non-permission for each electricity business (solar power generation) against the Plaintiffs.

1. Basic facts

A. Each of the instant applications filed an application with the Defendant for the electric utility license with the following specifications:

B. Each of the instant dispositions against the Plaintiffs on November 7, 2016, the Defendant rejected each of the instant applications on the ground that “each of the instant applications is stated as “No. 2” in the Defendant’s written disposition under Article 7(1)1 of the Guidelines for Operation of the Permission for Development Activities of Jindo-gun (hereinafter “instant Guidelines”), but it appears to be a clerical error in “No. 1” (see Evidence A No. 13 and No. 14). The Defendant issued the instant guidelines to Jindo-gun’s Directive No. 405 around September 2016 and implemented the instant guidelines from October 4, 2016.
