1. Details of the disposition;

A. The Plaintiffs filed an application with the Defendant for the electric utility license with the following specifications:

B. On November 7, 2016, the Defendant entered the Plaintiffs into the Defendant’s written disposition under Article 7(1)1 of the Guidelines for Operation of the Permission for Development Activities of Jindo-gun (hereinafter “instant Guidelines”), but this appears to be a clerical error in subparagraph 1 (see Evidence A, 13, 14), which was located within 200 meters in a straight line from the main roads in accordance with Article 7(1)1 of the Jindo-gun’s Guidelines for Operation of the Permission for Development Activities (hereinafter “instant Guidelines”), and notified the Plaintiffs of non-permission regarding each of the instant applications on the ground that they were located within 20 meters in a straight line (hereinafter “instant dispositions”).

C. On September 2016, the Defendant issued the instant guidelines to Jindo-gun Directive No. 405, and came into force from October 4, 2016.
