1. The plaintiff's appeal is all dismissed.

2. The costs of appeal shall be borne by the Plaintiff, including the part arising from the supplementary participation.

The judgment of the first instance court shall be revoked. On November 1, 2012, the National Labor Relations Commission revoked a new trial ruling rendered on the case of the application for a new trial between the plaintiff and the defendant Labor Relations Commission's assistant intervenors (hereinafter referred to as "participatings") with respect to the case of the application for a new trial for remedy by the second instance (hereinafter referred to as "instant new trial ruling"), and the defendant Seoul Regional Labor Relations Commission revoked the disposition of imposition of enforcement fines imposed on the plaintiff on October 17, 2012 (hereinafter referred to as "instant disposition of imposition").

The court's explanation of this case is the same as the part of the reasoning of the judgment of the court of first instance. Thus, it can be accepted by Article 8 (2) of the Administrative Litigation Act and the main sentence of Article 420 of the Civil Procedure Act.

Therefore, all of the plaintiff's claims against the defendants shall be dismissed as it is without merit, and the judgment of the court of first instance is just in conclusion, and all of the plaintiff's appeals are dismissed. It is so decided as per Disposition.
