The judgment of the court below is reversed.

Defendants shall be punished by each fine of KRW 1,500,000.

The above fine is imposed against the Defendants.

1. The scope of the opinion required to be indicated in the summary supervision report of the grounds for appeal includes the contents that verify whether the building in question was properly executed as designed, and comprehensively taking account of the evidence submitted by the prosecutor, even though the Defendants conspired to prepare and submit a false interim report and supervision completion report without justifiable grounds, the court below acquitted the Defendants of the facts charged in this case. Thus, the court below erred in the misapprehension of legal principles.

2. Determination

A. The summary of the facts charged in this case is the contractor and owner of the Seo-gu multi-family house in Gwangju, Seo-gu, and Defendant B is the designer and construction supervisor of the above multi-family house.

1) Defendants in violation of the Building Act due to the submission of an interim report on supervision prepared in a false manner were constructed from October 18, 201 to March 23, 201, with the construction of the said multi-family house, at the interval of 200m x 200m x 303m (average measurement value) according to the design drawing, but the number of the steel bars of the wall x 200m x 200m x 200m x 200m m x 309m (average measurement value) were transferred to the head of Gwangju metropolitan office, but the 80m m (average 80m) was installed at the 50m width, but the 7m window was installed at the 2nd m, but the 7m mar of the window installed at the 2nd mar, which was prepared by the above building permit owner, and Defendant E-A prepared the building construction report at the time of construction permit and prepared it as Defendant E-I.

Accordingly, the Defendants conspired with each other and without any justifiable reason.
