2. The parties' assertion

가. 원고들의 주장 이 사건 재결의 기초가 된 감정평가(이하 ‘이 사건 재결 감정평가’라 한다)는 인천도시철도(이하 ‘이 사건 지하시설물’이라 한다) 건설사업에 사용되는 이 사건 각 토지 지하부분에 대한 보상액을 산정함에 있어 토피심도에 21.963m를, 편입면적에 이 사건 지하시설물의 폭에 최소여유폭(양측 0.5m)을 합한 폭을 각 적용하였으나, 이 사건 지하시설물 주변에는 시설물 보호를 위한 록볼트[rock bolt, 터널 굴착 후 시급히 암반을 천공하여 그 속에 볼트를 삽입하고 너트를 죈 다음, 접착 등에 의해 터널의 지보(支保)로 사용하는 경우의 볼트] 시공이 예정되어 있으므로 그 시공 부분인 보호층 6m도 보상대상 범위에 포함시켜, 평면적 범위의 경우 이 사건 재결 감정평가에서 기준으로 삼은 이 사건 지하시설물 폭의 양측으로 위...
