A The representative of the D Association in the city Kimhae-si, the vice-head of the GJ in the city F in Yangsan-si, the vice-head of the J-general in the city of Busan-gun, the director of the JJ in the city of Yangsan-si, the director of K in the city of Yangsan-si, the P agency in the P agency in Yangsan-si, Q is the Co., Ltd. in the U. S. in the Ulsan-si, the director of the V team in the city of Ulsan-gu, and the defendant B is the director of the X-management planning office in the city of Busan-gu.
Defendant
A is governed by the Ministry of Employment and Labor.
As the duties transferred to the Human Resources Development Service of Korea, small and medium enterprises-related knowledge, experience, and know-how are one-time consultants to systematically accumulate and disseminate government subsidies, etc. to be designated as enterprises of the "learning Organization Support Project" to provide support for the selection of government subsidies, etc., and they are the persons in charge of keeping government subsidies from the Human Resources Development Service of Korea as enterprises designated as enterprises of "learning Organization Support Project" from the Human Resources Development Service of Korea in the course of business and executing them for designated purposes. Defendant B is the person in charge of performing the designated purposes while keeping government subsidies from the enterprises selected as "learning Organization Support Project." Defendant B is the person in charge of performing the management for the designated purposes by keeping the government subsidies from the enterprises selected as "learning Organization Support Project."
For persons in charge of keeping and executing government subsidies in the course of their duties, they have a duty to spend the said subsidies at fixed costs, such as meeting expenses, purchase of teaching materials, tuition fees, etc. related to the “learning organized support projects” or “learning organized support projects.”

A. G companies are selected in the “learning program” under the supervision of the Human Resources Development Service of Korea in 2010, and G companies are provided with government subsidies of KRW 10,290,000 on May 6, 2010 and KRW 8,160,000 on November 23, 2010.
