Reasons
1. The summary of the facts charged is that Defendant A is the substantial representative of Limited Company B and Limited Company C, and Limited Company B and Limited Company C are corporations established for the purpose of cargo transport, etc.

A. On February 22, 2011, the Defendant filed an application for the registration of truck transfer due to the replacement or scrapping of G with a public official in charge at the North-gu Office in the office of the registration department of the North-gu office in the Yongsan-dong in Gwangju, North-gu, Gwangju, for the alteration of the matters regarding the permission for trucking transport in the name of the Gwangju Metropolitan City Trucking Transport Business Association (hereinafter referred to as the “Seoul Metropolitan City Trucking Transport Business Association”) stating the type of scrapped vehicle as “general type,” and submitted a notification of the alteration of the matters concerning the permission for trucking transport in the name of the president of the Association of Trucking Transport Business (hereinafter referred to as the “Fran Association”) stating the type of scrapped vehicle as “general type,” and had a public official in charge register the “wing-gu Special purpose truck” newly through the said G on the vehicle management information system as if the vehicle management information system had been duly substituted and scrapped.
As a result, the Defendant filed a false report with respect to a public official to enter false facts in the above vehicle management information system, which is the same electronic medium as the original of a notarial deed, and had a public official file a false report three times from around that time to April 11, 201, such as the list of crimes in the attached Form, to enter false facts in the above vehicle management information system, which is the same electronic medium as the original of a notarial deed, and exercised it by allowing the public official to store it in the above vehicle management information system at each time and at each place.
(b) If a person who has obtained permission for trucking transport business in violation of the Trucking Transport Business Act intends to modify matters to be permitted, such as the number and type of trucks;
