A shall be punished by imprisonment with prison labor for a year and three months, and by imprisonment with prison labor for a year.

Nevertheless, in collusion with C, D, E, and F, the Defendants laid away approximately KRW 1,932 tons of industrial wastes in the G G group located in G, G from February 16, 2017 to April 26, 2017, instead of a place or facility installed for the collection of wastes, using click truck and clicker, etc.
2. Where a person who intends to engage in the business of collecting, transporting, recycling, or disposing of wastes from an unauthorized waste treatment business is equipped with facilities, equipment, and technical capabilities and designated wastes for each type of business, wastes subject to business, and disposal area in accordance with the standards prescribed by Ordinance of the Ministry of Environment, the Minister of Environment shall do so.
