1. The defendant shall be punished by a fine of 700,000 won;

The defendant is a person who drives an unregistered motor vehicle.

On September 11, 2017, the Defendant violated the Guarantee of Automobile Compensation Act: (a) operated the said vehicle, which was not covered by mandatory insurance from the Industrial Bank of Korea prior to the Industrial Bank of Korea of the Mando-gu, Busan Industrial Bank of Korea to the New World department store; (b) on September 11, 2017, the Defendant operated the said vehicle.
