On July 21, 2013, around 201.04:40, the Defendant publicly insultingd the victim E, a police officer, who had prevented him from using a different vision with D, a taxi engineer, on the street in front of the taxi platform located in Seocheon-gu, Seocheon-gu, Seocheon-si, Seocheon-si, with approximately 20 persons in the vicinity of the taxi platform.
