1. A manufacturer whose name number 531027103 is 53/100 of the detailed name of goods without fail by notification of the Public Procurement Service of the National Procurement Service of the Regulations on Registration of Qualifications for Participation in the Integrated Electronic Procurement System (amended by March 5, 2014) is registered as a manufacturer for participation in the tender of the goods;

2. A small and medium enterprise owner under subparagraph 2 of the Framework Act on Small and Medium Enterprises who holds a certificate of small and medium enterprise, or a person who holds a certificate of qualified cooperative as a small and medium enterprise cooperative under Article 3 of the Small and Medium Enterprise Cooperatives Act, or a special person deemed a small and medium enterprise owner under Article 3 (1) of the Act on Promotion of Purchase of Small and Medium Enterprise Products and Support for Development of Market, and who is issued a certificate of direct production of the relevant goods under Article 9 of the Act on Promotion

3. Two to five companies must participate in a tendering procedure by jointly receiving demand and supply (joint performance method).
