Reasons
1. Basic facts
A. (1) The Korean War Veterans Association is an organization consisting of persons who rendered distinguished services to the State, such as police officers and volunteer police officers who participated in June 25, and the defendant is Gwangju Metropolitan City Council of Persons rendering Distinguished Services to the State, which belongs to the Korean War Veterans Association.
Article 2 (Name A) of the Rules of this case (No. 1) refers to the Korean Association of Persons of Distinguished Service to the Korean War (hereinafter referred to as the "National Veterans Association").
(1) The names of various levels of meetings shall be as follows:
The War Veterans Association refers to the Korean Association of Persons of Distinguished Service to the Korean War.
(b) City/Do associations refer to the Association of Persons of Distinguished Service to the State in Special Metropolitan City, Metropolitan Cities, Dos 6.25 Korean War Veterans;
Article 5 (Qualifications for Membership) (1) The head office member shall be a police officer and volunteer police officer who participated in the Korean War and retired from office in the Korean War, and a person of distinguished service who participated in the Korean War.
In addition, it is a person of merit who has participated in the combat area of the Jeju-do combat area, the 1019 Incident, the Dogsan District Special Police Team, and the combat combat area of the west-do combat area (the law specified).
(2) Members of distinguished service to which they join may become executive officers of the main association.
Article 6 (Registration, Rights and Duties of Members) (1) Members shall be registered with the competent Si/Gun/Gu council or City/Do council.
Article 8 (Organization) (1) In this case, as a special association, the headquarters, City/Do council, Si/Gun/Gu council may be established for the national management of its members, and the branch offices of each head office shall be closed.
Article 9 (Executives) The War Veterans Headquarters and its Affiliated Councils shall have the following officers and delegates:
(2) The representatives (one person may be adjusted by up to 50 persons) of the wartime veterans service headquarters who are at least 10, but not more than 15 directors, from 2, but not more than 10, but not more than 15, a chairperson of a City/Do-level City/Do-level council.
Article 11 (Election, Term of Office, and Remuneration of Officers) (1) Executives of the headquarters and City/Do councils at various levels, and the relevant general meeting of representatives, shall be determined by election management.
