In light of the records, although there are parts inappropriate for the reasoning of the lower judgment, the lower court’s conclusion that the instant disposition was not erroneous is just and acceptable, and contrary to the allegations in the grounds of appeal, there were no errors by misapprehending the relevant statutory interpretation, etc., which affected the judgment.

Therefore, the appeal is dismissed, and the costs of appeal are assessed against the losing party. It is so decided as per Disposition by the assent of all participating Justices.
