Reasons
Punishment of the crime
[criminal history] On August 27, 2012, the Defendant was sentenced to a suspended sentence of two years for a year, and seven million won for the same crime in the same court on July 11, 2014, in the case of a violation of road traffic laws (dacting driving) in the Chungcheong District Court.

1. On December 6, 2015, at around 00:50, the Defendant driven a B SP car without obtaining a driver’s license from around approximately 220 meters section from the front of the “SP cafeteria” restaurant to the front road of the head office of the Yeonsu-gu Saemaul Treasury located in the same Dong from around 00:50 to around the same Dong.
2. On December 6, 2015, at around 02:15, the Defendant driven a B SP car under the influence of alcohol leveling 0.222% of alcohol level while under the influence of alcohol leveling 0.22% from the front of the head office of the Yeonsu-gu Saemaul Undong, Yeonsu-si, Seoul, to the front of the 1.7km cafeteria located in the same intersection-dong from the front of the head office of the Yeonsu-gu Saemaul Undong without obtaining a driver’s license.
As a result, the defendant was punished as a crime of violating the Road Traffic Act more than twice, and driving a motor vehicle under the influence of alcohol without obtaining a driver's license.

3. On March 13, 2016, around 15:00, the Defendant: (a) driven a DNA-type car without obtaining a driver’s license from approximately 40 km section from the front of the said parking lot 101, the 17:00, the same day from the front of the said parking lot to the front road of the said apartment parking lot; and (b) the Defendant driven a D-type car without obtaining a driver’s license from the front road of the said apartment parking lot.
4. On March 19, 2016, the Defendant, via a “F” charnel house located in 14:00, Sincheon-si from the front day of the 101 apartment house as stated in paragraph (1) around 12:00 to the front day of the 14:00-day apartment lot, driving a Dice-type car without obtaining a driver’s license from the front day of the 100-km apartment lot without obtaining a driver’s license.
5. The Defendant: (a) on March 24, 2016, on the road of Yeonsu-si, Yeonsu-si, Chungcheongnam-si, the front day of the park, and (b) on the road of 312, as the Si Council member, in front of the park.
