A defendant shall be punished by a fine of 500,000 won.

When the defendant does not pay the above fine, 100,000 won.

Punishment of the crime

On May 6, 2008, a civil society organization with 1,500 Korean Film Association (hereinafter referred to as the “Mediation Council”) organized a “National Countermeasure Council against Import of U.S. Beef Risk Cow Disease Cow Disease (hereinafter referred to as the “Measures Council”) in order to systematically oppose import of U.S. Beef, by asserting that “the phase-out expansion agreement of U.S. beef import concluded with the Government of the Republic of Korea on April 18, 2008 is about to be a stroke negotiation, as well as to bring about harm to citizens’ health.”

Since May 2, 2008, the countermeasures conference led to the candlelight lelelight meeting held in Jongno-gu Seoul Metropolitan Government, such as ‘B', ‘C', etc., and tried to enter the Cheongdae River by holding a candlelight meeting, which is an outdoor assembly after sunset from May 6, 2008. From May 24, 2008, the Cheong River square or Seoul square, which was held by the candlelight meeting, started every day from May 24, 2008.

On May 27, 2008, from around 19:05 to 21:15, the countermeasures conference proceeded with a candlelight assembly through free speech, relief, singing performances, etc. in the presence of 1,500 participants, including members of the countermeasures conference.

After that, from May 27, 2008 to May 02:00 on May 28, 2008, the above 1,500 persons were paralleled with all surrounding lanes, such as Modju, Eul-ro, the Bank of Korea Roster, the Round, the Round, and the front of the Seoul City Office.

At around 00:03 on May 28, 2008, the Defendant: (a) occupied the road along with other demonstration teams until the police is arrested as a flagrant offender at the front Seoul plaza of the Seoul Metropolitan Government Office until he was arrested as a flagrant offender; and (b) conducted demonstration by means of laying off the diskettes and raising the relief.

The Defendant conspiredd with other participants in the demonstration as above, and made it impossible to communicate one vehicle with the Seoul Metropolitan Government Office and Eul branch.
