A shall be punished by imprisonment with prison labor for ten months and by imprisonment for eight months, respectively.

However, for two years from the date this judgment becomes final and conclusive.

Punishment of the crime

Defendant

A is the representative director of C Co., Ltd. established for the purpose of the chartered bus transport business, and the defendant B is the employee of the above company.

The Defendants were awarded a successful bid for an elementary school, middle school, or high school charter bus lease service, but the charter bus owned by the above company could not satisfy the conditions such as “the same color vehicle after 2007”, etc., the Defendants conspired to submit to the above school by arbitrarily modifying the registration certificate’s “the first registration date”, “the smoke” etc.

On April 2012, the Defendants: (a) stored a motor vehicle registration certificate using a computer at the Seoul Branch Office located in Gwangjin-gu Seoul Special Metropolitan City (Seoul), and subsequently, (b) revised the first registration date from February 25, 2004 to February 25, 2007 to “2004” and (c) output “type and smoke” to “2007,” and submitted one copy of the motor vehicle registration certificate under the name of the head of Gwangjin-gu Seoul Special Metropolitan City, a public document, which is an official document, to the public official in charge of the business of leasing chartered buses at the right elementary school level around that time.

In addition, the Defendants conspired to modify the registration certificate of 12, which is an official document, between the police officer in the middle of April 2012 and the police officer in the first of October 2012, as described in the attached list of crimes, in the foregoing manner, and submitted the altered registration certificate to the teachers in charge of five schools, such as the official document, first of April 2012, and exercised it.
