Reasons
Punishment of the crime
The Songpa-gu Seoul Metropolitan Government announced the designation of a prearranged area for housing site development on Jan. 3, 2006; on Jan. 25, 2006; on Jan. 31, 2006; on Jan. 31, 2006, Sungnam-si, Songpa-gu, Seoul; on Jan. 31, 2006, the land of which the size is 6,78,000 square meters for the day of moving into the 6,78,000 square meters and the site of which the main purpose is to develop the apartment houses of 46,000 households; the construction department announced the designation of a prearranged area for housing site development on Jul. 21, 2006; the construction department announced the designation of a planned area for housing site development to be located in a building moving into the residential building due to such public works; the implementer of the housing site development project was not entitled to the public inspection of the housing site for at least 10 years prior to the implementation of the public works; and the public inspection of the housing site for at least 18 years.
