The first instance court dismissed the part of the Plaintiff’s claim regarding the determination of non-conforming persons of distinguished service to the State, and cited the part concerning the determination of non-conforming persons of distinguished service to the State, and only the Defendant appealed therefrom, the scope of this court’s adjudication is limited to the part concerning the determination of non-conforming persons of distinguished service to the State who lost the Defendant.
