At around 15:30 on February 25, 2014, the Defendant participated in the “National Committee for Resolution on Business by the Korean Democratic Union Federation” organized by the Seoul Square, and 17:40 on the same day, the Defendant took part in the “Seoul Square” as “Seoul Square Roster”, with approximately 2,00 participants at other assemblies, and 2:40 on the same day.

The Defendant, from 17:40 to 19:35 on the same day, driven along without occupying all lanes (four or five lanes) in the direction of proceeding from the delivery of the reported vehicle, and convened at a meeting with occupying a eight-lane (eight-lane) prior to and righting in front of the luminous intersection, thereby hindering the passage of an unspecified number of vehicles.
