Defendant shall be punished by a fine of nine million won.

If the defendant does not pay the above fine, KRW 100,000.

Punishment of the crime

The defendant is a hub for lending a certificate of national technical qualification to connect a user with a user company with a certificate of national technical qualification and acquiring good offices.

No person shall lend or lend a national technical qualification certificate issued by the competent Minister to any third person, or arrange the lending.

On June 16, 2017, the Defendant changed and recognized part of the facts charged to the extent that it does not disadvantage the Defendant’s right of defense.

A specialized fire-fighting system installation engineer (electric and mechanical field) in the counter B of Changwon-si, a specialized fire-fighting system installation company C (representative director D) in the counter B of Changwon-si, arranged a lending of national technical qualification certificate of “fire-fighting system engineer (electric and mechanical field)”, received KRW 21 million from D in consideration of a lending of brokerage commission and a lending of qualification certificate (two years), and paid KRW 5.6 million to E in consideration of a lending of qualification certificate (period: from June 16, 2017 to April 17, 2018).

However, as E requires the return of the qualification certificate to the defendant, the F has been managed by paying 5.7 million won as a intermediary fee to F inceptioner F in good faith;

G’s “fire-fighting facility engineer(s)” (s) and H’s “fire-fighting facility engineer(s)” (s) obtained a national technical qualification certificate from April 17, 2018, and arranged D to be used in Company C from April 17, 2018, and paid KRW 2.7 million to G and KRW 500,000 to H in return for a loan of qualification certificate.

Accordingly, the Defendant arranged four copies of the national technical qualification certificate E, H, and G three to C, and acquired 6.5 million won as good offices.
