The reappeal is dismissed.
Reasons
As to the grounds of reappeal:
The grounds of reappeal should be expressed in a manner that directly states in the re-appeal petition or the re-appeal petition, and other written contents may not be invoked. Therefore, in this case, the re-appeal ground cannot be viewed as a legitimate ground of reappeal that the re-appellant is entitled to invoke the grounds of reappeal.
Therefore, the reappeal is dismissed. It is so decided as per Disposition by the assent of all participating judges.
