Criminal facts

After the defendant was dismissed on July 15, 2012 from office as the chairperson of the election management committee in Gyeonggi-gu, Gyeonggi-do, the defendant raised complaints for the operation of the council of occupants' representatives and the election management committee.

On February 16, 2013, at around 15:05, the Defendant: (a) removed from the first floor of the above apartment building 103-dong, two copies of the public announcement of “the confirmation of candidates for special election” attached by the said apartment election commission to the bulletin board at the entrance of the first floor and on the elevator bulletin board, and damaged it.
