A defendant shall be punished by imprisonment for one year.

1,800,000 won shall be additionally collected from the defendant.

Punishment of the crime

A defendant who is not a narcotics handler shall not possess, possess, use, transport, manage, import, export, manufacture, prepare, administer, administer, deliver, trade, assist in the trade of, or provide narcotics or psychotropic drugs.

1. Crimes of arranging the trade of phiphones;

A. On October 2016, the Defendant: (a) received a request from B, a patrolman, B and C to seek a chrophone (one philophone; hereinafter “philophone”); (b) received a delivery of KRW 300,000 from B and C as the purchase price of philophone; and (c) agreed to purchase philophones by contact C.

On October 11, 2016, the Defendant, along with B on October 17:0, 2016, boarded the vehicle of Category C parked in E nearby Chuncheon City, and delivered the above KRW 300,000 to Category C at the same place, and Category C issued the non-fluoron volume of paperphone in paper bags to Category B.

Accordingly, even if the Defendant is not a narcotics handler, the Defendant arranged the trade of philophones between B and C.

B. On March 8, 2017, the Defendant: (a) received a request from F and G to request to seek phiphones; (b) agreed to contact F and C with F and C to purchase phiphones on the same day; and (c) agreed to purchase phiphones on the same day.

On March 9, 2017, the Defendant moved F to the vicinity of the I film museum located in Gwangjin-gu Seoul Special Metropolitan City, and F granted C KRW 1.5 million in the name of the purchase price of philopon on the street at that place, and C issued F the volume of philopon in a paper bag.

Accordingly, even if the Defendant is not a narcotics handler, the Defendant arranged the trade of phiphones between F and G and C.

2. On March 9, 2017, the Defendant committed the crime of giving and receiving phiphones in the mutual influorial telephones room located in Chuncheon-si around 13:30 on March 9, 2017, in return for mediating the trade of phiphones, such as the foregoing 1-B, from F and G.
