Reasons
1. Details of the disposition;
A. On September 5, 1980, the Plaintiff was discharged from military service under the Presidential Decree on September 30, 2014.
B. On February 27, 2015, the Defendant issued a notice of the selection test for a person in charge of the management of the 56 preliminary power (hereinafter referred to as the “instant public notice”) with the following contents as the following.

(b) A person whose compulsory service period referred to in Article 7 of the Military Personnel Management Act, among long-term service officers referred to in Article 6 (1) and (5) of the same Act, who are in reserve service with the rank of one commander of one reserve force classified as the head of a female group or joint police officer

4. Selection of successful examinees;
(a) Selection of “persons subject to selection” as the results of the comprehensive examination of those who have at least 40 per cent of the written examination results and at least 60 per cent of the average of all subjects, with a comprehensive examination result;
(b) The final successful applicant shall be determined in the order of grade, calculated by the Selection Deliberative Committee by adding the written examination scores and the evaluation scores, such as the performance of active duty service, to the written examination scores, and in the order of desired positions;
