Defendants shall be punished by a fine of two million won.

The Defendants did not pay each of the above fines.

Punishment of the crime

D in Seocho-gu Seoul Metropolitan Government acquired the ownership of the land Seocho-gu Seoul Metropolitan Government E on November 22, 2013, and around December 16, 2013, after obtaining permission from Seocho-gu for construction of Class II neighborhood living facilities (a religious assembly site) and facilities for older persons and children (age welfare facilities) in size of 608.74 square meters in total on the above land from Seocho-gu Seoul, the above construction is implemented from January 2014, and the victim F is the executive secretary of the above church, who takes charge of the above construction work.

Defendant

B engages in the sale of camping goods in the building located in Seocho-gu Seoul Metropolitan Government G located adjacent to the above construction site, and the Defendant A served as the head of the “I” headquarters located in the same building.

1. Defendant B

A. From around 12:00 on September 10, 2019 to 14:30, the Defendant: (a) set up a pumps before Seocho-gu Seoul J, the victim set up and set up the pumps for the progress of construction; (b) installed K Poter freight and L Kanbing car in the vicinity of the above pumps; (c) prevented vehicles from entering the construction site; and (d) obstructed the victim’s progress of construction by force; and (e) obstructed the traffic of the said roads by preventing ordinary vehicles from passing through the said road.

B. On September 23, 2019, around 18:10 on September 23, 2019, the Defendant parked a K Poter truck on the Seocho-gu Seoul Metropolitan Government G site, and parked approximately approximately KRW 70 centimeters away from the rear part of the said cargo vehicle to the roadway, and obstructed the victim’s work progress by force, by preventing ready-mixed vehicles from entering the construction site at around 09:40 of the same month.

2. Defendant A

A. On September 25, 2019, the Defendant: (a) around 13:09, on September 25, 2019, had an unqualified person parked a NS-type car in front of Seocho-gu Seoul, Seocho-gu, Seoul; (b) prevented ready-mixed vehicles from entering the construction site; and (c) obstructed the victim’s work progress by force.

B. The Defendant is Seoul. From around 11:06 on September 27, 2019 to around 11:29.
