Reasons
1. Basic facts
A. On August 1, 2009, the Plaintiff entered into a contract for specialized store operation with the Defendant through a tender in 2009, and operated a specialized store within A station from August 1, 2009 to August 31, 2014.
B. On August 21, 2014, at the time of the termination of the contract for the specialized store operation for the store operated by the Plaintiff, the Defendant posted a public notice on the recruitment of companies for the operation of commercial facilities within the Kole Day A station on its website.
C. The Plaintiff participated in the Defendant’s bid for a specialized store operator in the A calendar (hereinafter “instant bid”) in which the Defendant publicly announced the recruitment.
The method of selecting the company posted by the defendant at the time of the above recruitment announcement shall be as follows:
