Reasons
Criminal facts
1. On June 4, 2014, Defendant A planned to leave the National Dong-si Local Election Committee G2 (H, I, J, K, L jurisdiction) to be elected as a member of the F Council. On December 2, 2013, Defendant A planned to appeal to the support by issuing a letter of “E” or a right of use equivalent to KRW 7,000 per head, against the voters residing in the constituency where he/she had been elected as a member of the F Council while he/she was a member of the G Council.
On December 2, 2013, 2013, the Defendant discovered a O, which is a regional voters residing in N, in the vicinity of the “E” book, located in N, and issued O a letter of “E” or a voucher 5,000 won in total at the market price.
At around 11:00 on March 201, 201, the Defendant found R’s house, which was a female president of Q Q in P, and found R as “R’s house at this time, hot spring water, and it is hard to request it.” At the same time, the Defendant laid down 70,000 won in total at the market price or 10 copies of R’s license.
As a result, the Defendant contributed to the members of the G Council who want to be the candidate for the F Council member of the F Council and who are in the election district, to provide money and valuables equivalent to the total market value of 105,000 won.
2. On December 11, 2013, Defendant B, the spouse of the above A, held a meeting of the “V Women’s Association” in the “U” restaurant operated by S, which is operated by the Defendant, as a member of the Defendant, and even though the Defendant decided to pay the meal expenses, the Defendant was forgotten and did not pay the meal expenses. On January 3, 2014, Defendant B paid 369,000 won of the “V Women’s Association” meal expenses to T.
Accordingly, the Defendant, as a spouse of A, made an act of contribution equivalent to KRW 369,00 for meal expenses to the V Women’s Association member who wishes to be a candidate for the F Council member, who is an organization within the constituency as an organization.
