A. The Plaintiff is an educational foundation that establishes and operates the racing university.

B. On September 24, 2015, the Defendant: (a) conducted an evaluation of the structural reform of the university in 2015 for the 158 general universities and 132 junior colleges (hereinafter “evaluation of the university in this case”); (b) found that the racing University was classified as D by receiving 73.374 points as indicated below as indicated in the table; and (c) on September 24, 2015, the president of the university in this case took the following structural reform measures against the racing University.
